Administrative decisions for the county are not made by full-time employees of the county, but by an elected governing board of three or five Commissioners. There are 3 configurations for county commissioner elections:

  1. Live in a district/elected from a district - districts must have no more than 10% population variance
  2. Live in a district/elected at large - districts are to be "as nearly equal in population as is practical"
  3. Live at large/elected at large.

They often serve on other boards or make appointments to boards (social service board, park board, etc.) and are responsible for the county budget, county road department, social service administration, appointments of many offices, and many other county concerns.
