Job Description

Attends required trainings, such as First Aid, CPR, and Mental Health First Aid

Job Description
ABOUT THE ROLE:Under supervision of the County Board of Commissioners and working closely with the Highway Department portfolio holder; is responsible for the County Commission for all aspects of the Burleigh County Highway Department. This position is responsible for the duties as listed in NDCC §11.31-03 and provides professional and technical leadership to the County Highway Department, including policy and procedural guidance to supervisors and workers.
MINIMUM QUALIFICATIONS:
1. Must have a bachelor’s degree in Civil Engineering or a closely related field, supplemented by three (3) to five (5) years of experience in management of a public works department responsible for roads and bridges.
2. Must have considerable knowledge of highway engineering construction, design and research theory, principles, practices, and equipment as related to road construction, design and research theory, principles, practices, and equipment as related to road construction and must become a registered Professional Engineer in North Dakota within one year of hire.
3. Must have the ability to prepare, interpret, legally authorize, and utilize civil engineering plans, maps, specifications, and reports.
4. Must have thorough knowledge of the preventive maintenance requirements, safe operating requirements and skilled operating requirements of the equipment involved.
5. Must possess a valid Class D North Dakota driver’s license with a clean driving record.
6. Must have reasonable interpersonal communication skills and be able to interact with fellow employees, professional staff, contractors, Commissioners, and the public.

PRIMARY JOB DUTIES:
• This position has the ultimate responsibility for all work done by the Burleigh County Highway Department.
• Plan public roadway improvement projects, design highway and bridge improvements, monitor, inspect and represent County Highway Department in all related matters.
• Manages the various operations of the Highway Department, such as bridges, drainage structures, signing, maintenance and repair of County roads or roads under the control of Burleigh County.
• Perform and supervise County construction survey, County road approach program, and supervise technical and office personnel.
• Monitor, inspect, and accept subdivision roads built by developers, prepare sketches and drawings, create legal land descriptions for road work and inspect and approve irregular survey plats.
• Manages the allocation of material and manpower resources to various projects, setting priorities to deal with emergencies and unanticipated needs, and coordinate maintenance and repair activities with other public and private agencies.
• Ensures that all County highways are properly repaired and maintained, including sealing and patching of asphalt highways, installing, and maintaining all road signs.
• Research, prepare and monitor expenditures of annual budget for the department, assist in selection of equipment purchases, manage cost accounting of construction projects, and monitor and control accounts payable and receivable.
• Act as liaison with state, federal, local planning groups, and other county road departments; monitor legislative activity and participate in processes as necessary; represent County Highway Department in related matters with all other agencies.
• Regulate and approve utility locations in public roadways, control seasonal load limit program, analyze and approve special assessment district improvements, and approve right-of-way data.
• Participate in media events relating to local roads, communicate with the public by answering questions and complaints, attend and participate in meetings with County Commissioners and other groups.
• Approve compliance of City and County regulated rural subdivision, plats with current roadway standards, particularly the adequacy of storm water management plans created by professional consulting engineers.
• Contracting and/or negotiating with organized townships for County services.
• Required to maintain the Burleigh County Highway Department policy manual.
• Reviews and approves legal land survey work that is related to County plats or Highway Department projects.
• Fill in for County Road Superintendent in his/her absence.
• Perform other duties as required and/or assigned.
ACCOUNTABILITIES:
1. Ensure that all County roads are properly repaired and maintained using a combination of operators and equipment best suited to perform key maintenance and construction activities.
2. Ensure quality of construction projects by inspecting construction sites and supervising Engineer Technicians and Road Superintendent, to assure conformity with design, safety of workers, and satisfaction of the public.
3. Ensure the accuracy of all documentation and reports regarding construction projects, personnel management, materials used, and equipment and employee hours used.
4. Review reports and documentation written by other personnel for accuracy.
5. Create a positive and productive work atmosphere by communicating and maintaining a professional manner with supervisor, employees, and the public.
6. Prepare formal reports and necessary paperwork for tracking purposes.

The purpose of this position is to enforce all federal and state laws relating to public safety and welfare. Participates in various law enforcement activities including patrol, criminal, narcotic, and accident investigations, and emergency call response. ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Performs law enforcement duties to ensure the safety and welfare of the citizens of Sargent County; performs all duties in compliance with applicable policies, procedures, laws, regulations and standards of safety.
Patrols assigned areas throughout the County and performs a variety of law enforcement duties; identifies and investigates suspected criminal incidents; apprehends and arrests suspects and violent persons; secures crime scenes; monitors traffic activity and issues traffic citations; investigates traffic accidents; seizes property and/or criminal evidence; maintains public order.
Handle non-emergency patrol duties such as transporting suspects in custody and assisting stranded motorists.
Participates in investigation activities; interviews victims, witnesses and suspects; conducts lawful searches of persons, vehicles, and places; gathers physical evidence and preserves it for court; maintains inventory of property and evidence and documents accordingly; derives facts and inferences through observations and interviews; documents facts through field notes and reports.
Executes search warrants; determines appropriate legal standards to conduct searches and make arrests.
Operates RADAR and police radio using proper procedures and prepares written reports for court.
Responds to emergency calls, threatening situations, and/or public calls for assistance; assists EMS in medical response by providing medical treatment such as CPR.
Serve warrants, summonses, subpoenas, civil and other official papers.
Presents evidence in legal proceedings; testifies in civil and criminal court.
Performs various duties to develop a positive relationship with the community; presents materials on crime prevention to groups.
Utilizes the automated computer system to run checks on persons, vehicles, and property.
Maintains public order throughout the County and responds to threatening situations.
Provides law enforcement services during disaster situations, crime scenes, and extreme weather conditions.
Provides support and assistance to other law enforcement groups and juvenile personnel.
Receives, reviews, prepares and processes various forms and documents to include lab reports, arrest reports, statement forms, criminal records, daily logs, vehicle logs, and related law enforcement forms.
Utilizes basic office equipment in performing administrative duties to include a computer, printer, copier, fax machine, adding machine and multi-line phone system. Operates technical equipment such as a radar, police radio system, cameras, intoxilyzer, weapons, handcuffs, pepper spray, night stick, stun gun, and automated systems to gather background information. Operate a squad car safely while responding to high risk calls.
Utilizes various computer programs such as CAD (Computer Aided Dispatch), CJIS/LERMS (Security Sensitive) Microsoft Word, Excel, and PowerPoint.
ADDITIONAL DUTIES AND RESPONSIBILITIES

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL FUNCTIONS
Requires a high school diploma or equivalent with 440 hours training in basic law enforcement including criminal and traffic law; or an equivalent combination of education and experience. Requires a peace officer license, driver’s license, and certification in weapons handling and use.
MINIMUM ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS
Physical Requirements:
Must be physically able to operate a variety of machines and equipment including a computer terminal, typewriter, calculator, copier, multi-line phone system, radar, police radio system, cameras, intoxilyzer, weapons, handcuffs, pepper spray, night stick, stun gun, and a squad car.
Administrative duties are essentially sedentary, with occasional walking, bending, light lifting, and other restricted physical activities.
Law enforcement duties require the regular and at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials. On occasion, duties in extreme situations, apprehension of suspects, and related work require the ability to exert heavy physical effort.
Numerical Aptitude:
Requires the ability to utilize mathematical formulas; add and subtract; multiply and divide totals; determine decimals and percentages; determine time and weight; utilize basic algebra and geometry and interpret the same as appropriate.
Language Ability:

Requires the ability to communicate with and before others using correct English as well as various technical and professional terms including medical, legal, and counseling terminology. Know survival Spanish to effectively make an arrest.
Interpersonal Communication:
Requires the ability to communicate with people to convey or exchange information. Must be able to mediate situations and resolve problems. Must have the ability to conduct legal interviews, investigations and interrogations in a professional and discrete manner while adhering to applicable policy and procedure.
Environmental Adaptability:
Requires the ability to interact with people (i.e. law enforcement, EMS, general public, victims, criminals, attorneys, judges) beyond giving and/or receiving instructions. Requires the ability to provide supervision and guidance in the absence of the Sheriff.
Work is performed with regular potential for exposure to environmental elements including heat, cold, odors, toxic agents and chemicals, smoke, disease, machinery, explosives, and violence. Heat exhaustion, frostbite, illness, smoke inhalation and death are the most common potential results of environmental effects.

Job Description
ABOUT THE ROLE:Under supervision of the Board of County Commissioners, performs complex administrative duties directing the review of the finance, accounting, and budgetary operations for the County acting as comptroller in charge of revenues and expenditures.
CANDIDATE REQUIREMENTS:

PRIMARY JOB DUTIES:
• Oversee the County budget process including reviewing preliminary department budgets and reviewing final combined budget. Coordinates with Auditor/Treasurer in conducting budgetary hearings. Prepare final budget recommended allocation. Review and monitor any variances to budget
• Advise County Commissioners and Department Heads on financial issues and provide reports on any variances to budget, assist with reviewing budgets and financial audits; attend Commission meetings.
• Review journal entries, purchase orders, tax abstracts for the state, and review bank statement reconciliations.
• Oversee the computation of mill levies for all taxing districts in the County in accordance with state statutes.
• Prepare financial data and information for State Legislators, compile data for County Auditor’s Certificate of Indebtedness, and administer the County’s liability insurance policies.
• Review end-of-year adjusting entries and schedule for annual audit; prepare annual financial statements; schedule audit and work with auditors; draft the annual financial report including footnotes for audit; review audit results and implement necessary recommended policies, procedures, and internal controls revisions on behalf of the Commission.
• Administer federal grants adhering to all regulations, research, and ensure compliance with policies and practices that pertain to the different types of grants.
• Advise the Board of Commissioners on financial condition of the County, prepare a wide variety of presentations, records, and reports such as flow charts/diagrams, statistical analyses, tax reports, budget reports, federal and state financial reports, payment requests, year-end report, schedules, user fees, etc.
• Develop and recommend to the Board of County Commissioners for approval; financial policies, procedures, and internal controls processes. Prepares financial agenda items for Commission meetings
• Perform responsibilities in a manner that clearly shows effective communication and cooperation and that promotes open exchange of information, respect, high ethical standards, and professionalism.
• Provide general supervision for staff in the finance department.
• Perform other related duties as required or assigned.

Provides primary management for banking operations and ensures all County banking assets are properly secured and invested. Responsible for all of the receipts or revenues and payment of expenditures for the County. Responsible for balancing the financial transactions of the County on a daily, monthly, and annual basis.
CANDIDATE REQUIREMENTS:
1. Bachelor’s degree in finance, accounting, or business administration and five (5) years of experience in accounting including banking and investing funds and/or an equivalent combination of education and experience.

PRIMARY JOB DUTIES:
• Accept and process tax payments, miscellaneous revenue collection and returned deposit items.
• Receive money from various county offices, taxpayers, wire transfers, and ACH credits, issue and sign Treasurer’s checks.
• Receipt and balance all cash, ACH, wire transfers, and credit card payments on a daily basis.
• Process NSF and dishonored checks per, NDCC Section 57-20-16 & 17.
• Collect mobile home and possessory interest taxes; prepare listing of unpaid taxes for the Auditor to start collection procedures.
• Complete daily deposits and fund transfers and reconcile monthly bank statements and electronically audit various banking accounts.
• Supervise and manage escrow data, contact companies, update records, provide listing of statements.
• Manage the merchant credit card system.
• Process tax adjustments and adjust accounting entries in the general ledger system.
• Responsible for keeping a just and true account of receipts and expenditures.
• Check and balance tax list with receipts and computer.
• On the tenth (10) day of November, provide an annual settlement report to the Auditor.
• Provide a list of delinquent real estate taxes outstanding and a list of delinquent personal property taxes outstanding to the Auditor. This list should have sufficient detail to permit the Auditor to complete the Auditor’s tax records.
• Manage the accounts payable system for the County including processing all payments.
• Make all required general ledger transfers and adjustments to ensure receipts and expenditures are accurately recorded.
• Prepare local, state, and federal reports; calculate and apportion funds received.
• Run real estate estimates.
• By the tenth (10) day of each month, make a distribution to taxing subdivisions and send the state tax collected.
• Compute individual share of taxes for required splits.
• Prepare annual County Budget coordinating the process with the Finance Director.
• Maintain an accounting system and records to safeguard County assets and allow for preparation of financial statements on a monthly and annual basis in accordance with Generally Accepted Accounting Principles (GAAP).
• Under the direction of the Finance Director make investments, transfer funds from investments to checking or from checking to investments as needed.
• Responsible for investing funds and maximizing income while preserving capital.
• Ensure all banking assets are properly secured by insurance or pledges of securities as required by state law and complete all related mandated reporting requirements for state and local jurisdictions.
• Monitor cash flow to ensure sufficient funds are available and maintain a record of pledged collateral.
• Apportion monthly accumulated interest from investments to distribute to appropriate County funds.
• Manage the County’s debt program, to ensure all debt covenants are in full compliance on a monthly and annual basis. Issue certificate of indebtedness, NDCC Section 21-02-01 through 21-02-13.

Position Summary:
The Project Coordinator will oversee and manage the implementation of a grant-funded reentry program designed to support incarcerated individuals as they transition back into the community. The coordinator will serve as the central point of contact for all grant activities, ensuring compliance with grant requirements, coordinating service providers, tracking outcomes, and supporting the successful reintegration of program participants.
