SDSS Program: Eligibility for Placement/Reimbursement
Funding currently provided for detention and detention alternatives
Attendant Care/Nonsecure Supervision Attendant Care is designed for those juveniles in law enforcement custody who are inappropriate for a shelter care environment because the expected length of supervision is only a few hours, or because the juvenile's behavior or physical condition warrants greater structure, and the juveniles suspected offense and/or criminal record does not warrant placement in a physically secure setting.
The Attendant Care site administrator can authorize the use of attendant care for juveniles not taken into custody for delinquent or unruly behavior, however the placing agency would then be responsible for the placement costs. As the federal funds available for this program through DJS are to reduce the use of adult jails and secure detention, law enforcement "involvement" is not enough to allow for reimbursement. It is expected that the juvenile has been charged with an offense and, without attendant care, would otherwise be held in a locked facility.
Reimbursement For 24 hours (up to 96 hours if authorized by the juvenile court)

100% of Meal Costs (juvenile & staff) up to state rates
100% of Regular/Necessary Supplies
50% of Equipment Costs (prior DJS approval)
Detention (Licensed Juvenile Detention Facilities Only)
To encourage the use of the least secure placement available and to conserve the limited federal funds, strict eligibility criteria have been established for detention reimbursement. While state law allows law enforcement and the courts to place juveniles in a licensed juvenile detention facility for any delinquent or unruly offense, reimbursement is available under the following conditions only:
- Youth has fled another jurisdiction where a warrant has been issued;
- Youth has escaped from a secure facility;
- Youth requests in writing protection in a secure facility (state law);
- Youth is being held under suspicion of one of a list of 11 serious felonies;
- Youth is being held under suspicion of any felony or misdemeanor assault, and is already under DJS or court supervision.
Reimbursement 50% of the facility's audited per diem rate for the first 96 hours.
