Temporary Highway Maintenance Worker I - SEASONAL
Full Time
$19.27 to $21.38 per hour, Grade 3
ABOUT THE ROLE:
Under supervision of the County Road Superintendent and County Engineer, is responsible for performing general labor-type duties, hand and power tool operation, and intermediate level truck and equipment operation on various road and bridge projects.

CANDIDATE REQUIREMENTS:
• Requires two (2) years' experience in the operation of variable types of highway maintenance tools and equipment and general labor skills.
• Applicant must be 18 years of age or above with a valid Class D driver's license and a clean driving record.
• Candidates must successfully complete a standard background and criminal record check along with an alcohol and controlled substance test and physical exam. Costs associated with these exams will be paid for by the County.

DUTIES & RESPONSIBILITIES:
1. Provides assistance to highway maintenance crew with general labor duties.
2. Asphalt patching, flagging, hand grading and weed cutting.
3. Operate tractors equipped with mowers, disks and other attachments; operate other light and medium duty equipment including pavers, compactors and loaders.
4. Perform preventative maintenance and upkeep of equipment.
5. Observe established safety practices and procedures when working with equipment.
6. Perform other duties as required and assigned.

WORK ENVIRONMENT & CONDITIONS:
This position will involve working outdoors in all extremes of climate and weather conditions. This is a temporary seasonal position ending approximately October 2026. Will work 10-hour shifts or longer with possibility of overtime. May also work less than 40 hours per week dependent upon workload criteria and/or weather conditions.

6. Conducts compliance surveys of subdivision roadways to ensure all newly adopted roadways meet county roadway standards.
7. Creates roadway design data for field construction surveys.
8. Reviews and utilizes hydraulic, transportation, geotechnical, and environmental engineering reports for use in project planning and design.
9. Communicates and coordinates roadway design data with engineering firms and contractors for use in planning, design, and construction.
10. Keeps up to date on County policies, procedures, and ordinances concerning County roadways and transportation.
11. Communicates with County stakeholders to foster relationships and ensure all policies, procedures, and ordinances concerning County roadways and transportation are implemented effectively.

This role also monitors the parks and communicates with park visitors and campers regarding safety, park use, hours of operation and rules.

This is a seasonal position, with work typically available from May until August. Work is generally performed from 7:00 am-5:30 pm Monday through Thursday, with occasional evening and weekend hours required.

Performs on-site construction observation and inspection to ensure projects conform with design plans, specifications, and county standards
Documents construction progress through field notes and photo observation
Assists with topographic surveys and constructing staking for projects using total stations, GPS equipment, and levels
Performs office functions, such as, CAD drafting, calculations, reviewing projects, conducting research, data entry, and record maintenance
Follows all traffic laws and safety regulations on roadways and work sites, reports safety hazards and traffic problems
Maintains confidentiality of non-public records and makes available all data and information deemed a public record by the North Dakota Century Code.

Typical Qualifications

ABOUT THE ROLE: Under the supervision of the Treasurer; Performs professional level accounting duties, financial analysis, and reporting activities in support of the county’s integrated financial system in accordance with federal and state guidelines, rules, policies, and procedures. Assists in compiling and preparing complex fund statements and financial statements in compliance with Generally Accepted Accounting Principles (GAAP). Assists in the implementation and maintenance of new financial applications as well as training and assisting users to obtain a variety of financial information. Serve as a member of the Investment Committee. Provide data and analysis for the budget process.

CANDIDATE REQUIREMENTS:
• Bachelor’s degree in Accounting or Business Administration and minimum of two (2) years of experience in computer-based accounting functions with an emphasis in fund accounting and financial software applications.
• Knowledge of fund and cost accounting practices and procedures.
• Knowledge of automated financial systems and software applications.
• Knowledge of application of accounting principles to the financial statements with the ability to analyze financial information and other related documents.

PRIMARY JOB DUTIES:
1. Perform daily bank reconciliations and balance all bank accounts. Prepare journal entries as needed.
2. Monitor the general ledger reconciliation process, review corrections made, and review corrective journal entries.
3. Review and serve as backup for month-end processing.
4. Maintain and assist in developing financial reports to accurately reflect financial status of the county.
5. Perform reconciliations within the accounting system. Provide accounting interpretation and analyses to support the financial decisions of the county.
6. Work with the Treasurer to train and coordinate the work of clerical and technical employees engaged in accounting activities.
7. Assist in budget preparation including estimates of expenditures, capital improvement projects, analyze projected cash balances and projects to ensure proper allocation of budget.
8. Assist with the calculation of mill levies.
9. Allocate and verify the recording of revenue and expenditures to the correct funds according to county policies and procedures. Such as Burleigh County Payroll, BCBS entries, and other miscellaneous EFT files.
10. Responsible for the preparation and verification of the year-end fixed assets and inventory process.
11. Receipt, count, and balance money, prepare deposits. Check invoices and billings for coding and validity.
12. Review and prepare financial statements, cost reports, cash balances and other information and make recommendations concerning the financial standing of the county. Assist department heads using accounting information to arrive at policy decisions based on professional interpretation of the data.
13. Responsible for any bankruptcy documentation that comes into the Treasurer’s office.
14. Perform other duties as required or assigned.

Essential Job Functions:
• Performs a variety of accounting functions, which includes: reconciling accounts; preparing accounting schedules; accounts receivable; processing payments; coding and entering information into a database; and performing related tasks
• Enters a variety of financial information for the Auditor/Treasurer Office, including analyzing, coding, and journalizing all financial activities
