JOB DESCRIPTION

DIRECTOR OF TAX EQUALIZATION

GENERAL DESCRIPTION OF POSITION:
The Director of Tax Equalization position has the responsibility of carrying out the duties associated with the Director of Tax Equalization office outlined in the ND Century Code in Chapter 11-10.1. Those duties include assessment of land and buildings to determine correct valuations.

ESSENTIAL JOB DUTIES:
1) Conducts field investigations and gathers pertinent information to determine appraised value of property within McIntosh County
2) Provides assistance to local assessors, and technical advice and recommendations to the County Commission and local assessors regarding assessment and property tax matters.
3) Conducts and supervises special study projects related to the types of assessments and total assessed value of properties, completion of the Assessment of Abstracts, and is responsible for the submission of the Abstracts to the North Dakota State Tax Department.
4) Organizes the annual meeting of the County Board of Equalization and attends the annual state equalization meeting.
5) Defends property valuations in owner abatements cases to city, township, county and state boards and makes recommendations to County Commission
6) Provides general administration of the mobile home tax and develops valuation tables.
7) Conducts appraisals of property owned by or being purchased by the County or other government agencies.
8) Spot-checks all property assessments within the County for compliance with state statues.
9) Prepares tax exemption and credit forms and enters pertinent data appropriately into the computer for proper taxation.
10) Serves as Secretary to the Soils Committee
11) Monitors GIS software

ACCOUNTABILITIES:
1) Ensure accuracy of tax assessments and appraisals by recording information gathered from recording of property types, improvements, measurements, and related information.

JOB QUALIFICATIONS, EXPERIENCE AND EDUCATION:
1) High School Diploma or GED
2) Must hold a current ND Class 1 Assessor Certification or complete the ND Class 1 Assessor Certification program with the North Dakota State Supervisor of Assessments within 2 years of appointment.
3) Ability to learn specific knowledge of state and local laws governing the assessment and collection of real estate taxes and resolutions pertaining to the department.
4) Knowledge of Geographic Information System (GIS) is a plus but is not a requirement.
5) Knowledge of land measurements and real property descriptions.
6) Must have the ability to learn and effectively use the County’s computer software, organize assigned work and perform work productively, learn and effectively use new methods, procedures, and technologies in carrying out the functions of the position; and to work effectively and cooperatively with other employees, other agencies and the public.

WORKING CONDITIONS/PHYSICAL AND MENTAL DEMANDS:
1) Physical environment consists of a desk job in the standard environment. Will include physical motions of finger dexterity for frequent use of PC keyboard, sitting and standing motions, walking for extended periods of time, maneuvering in tight spaces, and climbing ladders and stairs.

12. Review and prepare financial statements, cost reports, cash balances and other information and make recommendations concerning the financial standing of the county. Assist department heads using accounting information to arrive at policy decisions based on professional interpretation of the data.
13. Responsible for any bankruptcy documentation that comes into the Treasurer’s office.

Detention Officer

Job Description

ABOUT THE ROLE:
Under supervision of the Burleigh County Sheriff, is responsible for inmates within the
Detention Center, the protection of life and property, and to perform routine tasks in
accordance with North Dakota law, rules and regulations established by the Attorney General of
North Dakota and Burleigh Morton County Detention Center policies.

QUALIFICATIONS:
You are qualified if you have:
- Current driver’s license
- GED or High School Diploma
- Ability to work shift work (see "Shift Schedule" below)

You are not qualified if you have:
- Any felony level convictions
- Three or more misdemeanor convictions
- Any use of hard illegal drugs (meth, cocaine, heroin, fentanyl, ecstasy, etc.)
- Registered sex offender
- Pending criminal case

SHIFT SCHEDULE:
This position is a shift work position. Every other weekend off, twelve-hour shifts with one-month rotations alternating between night shift and day shifts. Officers work a long week then a short week with this repeating. Long weeks are working Monday, Tuesday, Friday, Saturday, and Sunday. Short weeks are just Wednesday and Thursday. Officers only work approximately 14 days per month.

OTHER REQUIREMENTS:
- Must successfully complete standard background and a criminal record check along with
physical and psychological exams. Costs associated with these exams will be paid for by
the county.
- Applicant must have the abilities to perform the essential functions, with or without
accommodation which may include but not limited to: lifting, extended walking, carrying
and dragging objects, climbing up to and down from elevated surfaces, climbing through
openings, jumping over obstacles and using body force to gain entry.
- Skills to communicate, verbally and written, with some knowledge of appropriate legal
terminology for the purpose of legal and non-legal documents.

RESPONSIBILITIES:
- Responsible for the protection, life and property of inmates within the Detention Center.
- Process and release inmates, determine the appropriate classification of inmates; assess and respond to the needs of special populations. Conduct visual and audio surveillance of Detention Center.
- Gather information in criminal and administrative investigations by interviewing and obtaining statements of victims, witnesses and/or suspects. Prepare investigative reports and determine probable cause to recommend disciplinary action.
- Perform searches of people; this may include inspecting unclothed inmates, which may include exposure to bodily fluids and wastes. Perform searches of inmate correspondence items, and objects capable of concealment. Detect and collect evidence.
- Pursue fleeing inmates, perform rescue operations, and effectively restrain an inmate with restraints, forcibly if necessary.
- Transport and escort prisoners, detainees and committed mental patients, using appropriate restraints.
- Perform other duties as assigned which may include but not limited to, preparing, and serving food, inspection of doors and windows to ensure security, and working rotating shifts.

Building Maintenance Technician II

Job Description

ABOUT THE ROLE:
Under supervision of the Facilities Director, is responsible for performing technical installation, repair, and maintenance of County-owned buildings, property, and related facilities, including repair, monitoring, and installation of specialized equipment or operating systems.
• Interaction with Burleigh Morton County Detention Center personnel and possibly inmates may occur.
• This position will be required to participate in the on-call rotation.

ESSENTIAL JOB DUTIES:
1. Must be able to perform all duties required for the position of Building Maintenance Technician I.
2. Provide building and equipment maintenance at a journeyman level in multiple disciplines including high voltage electrical, HVAC and refrigeration.
3. Ability to adjust and monitor computerized controls; and adjust and monitor security detention equipment.
4. Ability to read blueprints.
5. Work on garbage disposals, dishwashers, trash compactors, and other commercial grade appliances.
6. Assist in project planning, cost estimation and the project prioritization process.
7. Provide maintenance of sidewalks including the use of a power blower, sweepers, and snow removal equipment.
8. Troubleshoot and repair chiller systems, hot water boilers and steam boilers.
9. Perform chemical testing of boiler and cooling towers.
10. Responsible for checking and testing of generators and grease interceptors.
11. Respond to after-hours emergency calls regarding building security, malfunctioning equipment or systems, and make or arrange for necessary repairs.
12. Respond to service ticket requests, general inquiries and complaints regarding the maintenance of assigned buildings and grounds.
13. Observe established safety practices and procedures and use protective safety gear when working with chemicals and equipment.
14. Create a positive and productive work atmosphere by communicating and maintaining a professional manner with employees and the public.
15. Prepare reports and inventory records of County equipment and supplies as needed.
16. Perform other duties as required or assigned.

CANDIDATE REQUIREMENTS:
• Must be 18 years of age or older, and a high school graduate or GED certified.
• Must have a minimum of two (2) years of experience in a comparable position.
• Must possess a valid class D North Dakota driver’s license, and a clean driving record.
• Knowledge of materials, methods and techniques used in maintenance activities.
• Must have reasonable interpersonal communication skills and be able to interact with fellow employees, professional staff, and the public.
• Applicant will be subject to a criminal background check, physical and pre-employment drug screen.
• Journeyman level of skill required.
