Tabletop Exercise

An informal, discussion based exercise. Held with representation from all public safety agencies within a city/county/tribal/region. The tabletop exercise helps to identify strengths and weaknesses within the local emergency operations plan. Some of the items included in a tabletop exercise are:

  • Facilitate an Initial & Final Planning Conference
  • Produce & Disseminate a Concept & Objectives Paper, and a Draft & Final Situation Manual
  • Facilitate Control & Evaluation of the Exercise to Completion
  • Prepare & Process HSEEP Report with Action Plan
  • Forward HSEEP Report and all ODP documents to NDDES.


Functional Exercise

Formalized exercise using real-time scenarios and introducing stress into the exercise. Functional exercises use real communication methods (radios, telephones, etc.) to send messages to the participants. A functional exercise tests the participants without actually mobilizing equipment. Some of the items included in a functional exercises are:

  • Facilitate an Initial, Mid-Term & Final Planning Conference
  • Produce & Disseminate a Concept & Objectives Paper, 1st & 2nd Draft Exercise Handbook, and a Final Exercise Handbook
  • Facilitate Control & Evaluation of the Exercise to Completion
  • Prepare & Process HSEEP Report with Action Plan
  • Forward HSEEP Report and all ODP documents to NDDES.


Full Scale Exercise

Full scale exercises use real equipment being tested in real time. The full scale exercise is the most time intensive of all exercises. Some of the items included in the full scale exercise are:

  • Facilitate an Initial, Mid-Term & Final Planning Conference
  • Produce & Disseminate a Concept & Objectives Paper, 1st & 2nd Draft Exercise Handbook, and a Final Exercise Handbook
  • Coordinate Liability Insurance for Volunteer Actors through Work Force Safety & Insurance
  • Facilitate Control & Evaluation of the Exercise to Completion
  • Prepare & Process HSEEP Report with Action Plan
  • Forward HSEEP Report and all ODP documents to NDDES.
