- Become an active force in developing comprehensive services for retirees & elderly to:
- Meet their needs while responding to their desire to stay "at home"
- Strengthen the community by maintaining their social & economic participation
- Broaden the support for local government
- Become leaders in human resource management for local government by:
- Preparing a long-range plan
- Seeking private-sector & foundation partners
- Dedicating staff resources
- Developing model tools & policies that are easily implemented & understood
- Delivering training targeted at local government needs
- Engage the public in local government, especially the young, by:
- A comprehensive education program
- Active efforts to involve more people
- Public relations efforts that show local government as important & interesting using new & innovative communication techniques
